Senior advocate and Rajya Sabha MP Kapil Sibal on Friday said that a "terrorist is a terrorist," there is no religion associated with them, and suggested Prime Minister Narendra Modi form a special session of the Parliament to discuss the Pahalgam terror attack .
This attack is considered the most devastating terrorist incident since the revocation of Article 370 in 2019. On April 22, 26 tourists lost their lives and several others were wounded. The attack unfolded at Baisaran Meadow, a popular tourist destination situated 7 kilometers from Pahalgam resort town.
While talking with reporters, Kapil Sibal said, "I would like to offer 2–3 suggestions to the Prime Minister. First of all, you should convene a special session of Parliament, hold discussions there, and take everyone's opinion—because the nation stands with you. There isn’t a single opposition leader who is not standing by your side, because this is an attack on India’s sovereignty. Shooting innocent tourists is not an act of humanity."

He emphasised that an unanimous resolution must be passed in Parliament, which would convey the country’s sentiment to the international community—that everyone stand with the government, the nation is united, and India will not tolerate this.
He further stated that after passing the resolution, the government must send delegations to major countries like those in Africa, the United States, Europe, China, Japan, Australia, New Zealand, Russia, South America. These delegations should include government MPs, BJP MPs, and opposition MPs.
"Until you take these diplomatic initiatives, you will not be able to build the international pressure that’s needed. Whatever actions we take internally are a separate matter—but internationally, pressure must be applied. So, first: the resolution and second: the diplomatic delegations," he said.
The senior advocate also said that India should tell all major nations that if they trade with Pakistan than they cannot come to India's market.
"Do what the US does with other countries—you do it too, and the nation will stand with you. You may suffer some losses, but that’s acceptable. These Western countries also need access to India’s market, and this point should be made clear in every diplomatic initiative: If you want access to our market, stop trading with Pakistan," Sibal said.
He further stated that the pressure should also be exerted through the United Nations, and a resolution should be presented in the Security Council. Then let’s see whether China supports or opposes it—whether they stand with India or not, Sibal added.
